TD12 has formed southeast of the Cape Verde Islands - certainly an active area this season - and it is expected to move to the northwest and intensify. This is the place for best guesses and long range outlooks on the future track and intensity of this tropical cyclone. Note that TD12 was upgraded to TS Julia at 13/03Z. ED
