I believe this forecast is related to the spurious GFS system that is forecast for later this week in the NW Caribbean..

DEVELOPING ON WEDNESDAY AND PEAKING INTO THURSDAY/FRIDAY. THIS IS
A POTENTIALLY DANGEROUS SITUATION WITH THE RISK OF FLASH FLOODS
AND MUD SLIDES.
