Site clock issues?

I know this is nit-picky but then I am a scientist and it comes with the mind-set. The clock on this site seems to pick up time very quickly. About 3 weeks ago it was over 10 minutes fast. I sent a PM to an admin and they adjusted it. Now today, I notice is it about 6 or 7 minutes fast again. Is that clock based on a single computer or a server clock or what? I am just curious how and why this happens. My computer clock is almost never more than a minute from actual time....thanks for caring!
