Seems like the GFS has been calling for a TC to develop in the western Caribbean Sea for over a month, now the NHC 7-day tropical weather outlook mentions the possibility:

A broad area of low pressure could form in the southwestern Caribbean Sea by the middle of next week. Some gradual development of this system is possible thereafter as it meanders over the southwestern Caribbean Sea.
* Formation chance through 48 hours...low...near 0 percent.
* Formation chance through 7 days...low...20 percent.

The model-forecast area of broad low pressure in the western Caribbean has materialized and is now being tracked as an Invest, 98L, and the title has been updated accordingly
