No movie is purely about the weather, but a couple (top of my head) come to mind:

Armageddon
Deep Impact
Earthquake
Twister (duh)
The Wizard of Oz
The Posidon Adventure
Singin' in the Rain (DO NOT RENT THIS)
and there was one starring one of the dudes from Beverly Hills 90215 that was about a 400 mph hurricane in LA. Yeah, like that's gonna happen.

There are probably more, but that's just off the top of my head. Twister is probably the best of the lot...
