that after Andrew due to the stricter standards a number counties (mainly in South Florida) placed on construction/mobile home parks some park owners "checkerboarded" older trailers or sold them to people in counties, such as Polk, which did not update their requirments, or did so before others did so those mobile homes could be "grandfathered".
