all the time. almost every year.
matthew last year, grace, henri and larry in 2003, bertha, fay, and hanna in 2002. i don't know the long term average, but i'd say 1/6 storms forms in the gulf outside of the BOC. note that many only reach t.s. status, but not always. anita in 1977 got to category 5, and formed only a couple hundred miles south of the louisiana coast.
