gaston killed eight people in the richmond, va area from severe local flooding. i'd pick something more like floyd in the keys in 1987.. didn't kill anybody. but yeah, for a tropical storm hermine was pretty weak. i'm not certain but i think the post analysis downgrades it to a depression at landfall. vince last year probably caused more headache when it hit spain as a TD.
