There are sites that have automatic text decoders to convert uppercase to lowercase; Weather Underground does such a thing. I wouldn't say it's bogus because of that. However, we get everything that comes down the pipe from the NHC so unless it escaped out somewhere through some other means, I gotta think this one's not for real.
