how wind speeds are determined

ok i guess its a novice question, but at what height are winds measured? ive been in florida all my life and it doesnt sems that we have, in any storm, had sustained winds above hurricane force? so do they get wind speeds from like say 100 feet up? maybe right on the coast they have hurricane force but not here.. thanks
