Low level circulation center of Invest 94L was located at 15.7N 33.3W at 20/14Z. The center is fully exposed under westerly shear with convection displaced to the east. SST is about 27C. The shear is expected to continue for a couple of days so rapid development just doesn't seem likely to me. The system is slowly drifting to the west southwest and many of the models that took a stronger system to the northwest and north are now indicating a weaker system moving to the west.
