INVEST Numbering

Would someone explain the system they use when numbering and lettering the invest they post on NRL site?
It was a bit confusing with Erika when sometimes 91L and at other times 21L were showing. I thought maybe one of them was tracking the invisible LLC somewhere to the south while the other was for the convective mass and midlevel center that I was watching.
