SATELLITE...RADAR...AND SURFACE OBSERVATIONS INDICATE THAT THE AREA
OF LOW PRESSURE CENTERED OVER THE VIRGIN ISLANDS HAS DEVELOPED INTO
SUBTROPICAL STORM OLGA.  A FULL ADVISORY WILL BE ISSUED BY 10 PM
EST...0300 UTC.
